It is difficult to stare at this picture for more than a second, at least I cannot keep watching it, and imagining it as a British City Council ad is making me throw up. I always thought that the City Council adverts were those lovely sceneries of neat city blocks lined with trees, the well-maintained public libraries and the parks but here is the image of how the City Council is competent in cleaning the mess made by the binge-drinkers. Hence, to judge your City Council you should gauge how well it cleans up the garbage and of course your vomit.
